August 24, 2022 Reno City Council Meeting Highlights

In our ongoing commitment to keep citizens and media informed, we’ve summarized the outcomes of a few key agenda items from today’s Regular Meeting of the Reno City Council. Staff Reports with more information are linked to below:

Teglia’s Paradise Park

D.1 - Council directed staff to purchase new playground equipment for Teglia’s Paradise Park from Exerplay Inc. in the amount of $393,419.50 from CDBG Funds. Council chose Option 1, an Aquatics Theme. The new playground will include elements for both 2-5 and 5-12 age groups. This design features multiple climbers and slides, a shaded climbing tower, a smaller playground tower as well as a "ninja-style" fitness course. This design exceeds minimum ADA design standards and includes both an accessible We-Go-Round and zip line.

B.14 - Council approved to purchase a prefabricated restroom building from Public Restroom Company for Teglia’s Paradise Park using the Sourcewell Contract #081721­PRM in an amount not to exceed $178,725 from CDBG Funds.

Clean and Safe Program

B.11 - Council approved an amended interlocal agreement between the City of Reno and the Nevada Department of Transportation (NDOT) for outreach and maintenance collaboration within Reno City limits. Through this ongoing, collaborative approach, Clean and Safe will continue to provide outreach and resources to the unsheltered population, while NDOT manages restoration and cleanups. The amended agreement clarifies NDOT security needs and permits the City and NDOT to renew the agreement for up to three years.

D.3 - There was a six-month update presentation from the Clean and Safe Program and the Reno Initiative for Shelter and Equality (RISE) outreach intervention partnership established in February 2023. Through this collaborative partnership, the City is providing additional support to vulnerable, service-resistant individuals. From March 1-July 31, 2022, the RISE outreach team provided 1,881 unique services to 70 unduplicated individuals. Staff and RISE shared several success stories that have resulted from the partnership.

B.7 - Victim Advocates

Council accepted a Violence Against Women Act (VAWA) Services­ Training­ Officers­ Prosecutors (STOP) Grant from the Nevada Office of the Attorney General for services for victims of domestic violence and training in the amount of $190,100. Domestic violence is one of the most reported violent crimes in the City of Reno. This grant will fund two full-time victim advocates to address this pervasive crime.

B.12 - Interlocal Agreement with Airport Fire Department

Council approved an Interlocal Agreement with the Reno­-Tahoe International Airport Fire Department for the City to provide dispatch and communication services to be billed annually and with a year-one billing projection of $97,383.62. When implementation is complete, dispatch services will be provided through a regionally operated dispatch system that uses the same (shared) system as the Reno Fire Department, including common communications which will improve the speed and efficiency of fire dispatch on Airport property and increase overall safety.

B.13 - Affordable Housing Project

Council adopted a Resolution to transfer to the Director of the Nevada Department of Business and Industry all of the City of Reno's Private Activity Bond Volume Cap for 2022 for allocation to Copper Mesa Apartments, LLC, and Inland Group for the benefit of an affordable housing project identified as Copper Mesa Apartments. The project is located on a ±13.52 acre site north of Silver Lake Road and west of Red Rock Road. The project will start construction soon and bring online 290 affordable multi-family units, all of which are at or below 60% AMI.

B.16 - Parks, Recreation, and Open Space (PROS) Master Plan

Council approved an Agreement for Consultant Services with Stantec Consulting Services Inc. to complete the Parks, Recreation, and Open Space (PROS) Master Plan in an amount not to exceed $152,500. Plan adoption is expected to occur sometime around February 2023. View the presentation for more information.

C.1 - Mountain View Estates Unit 5 Zoning Map Amendment

Council upheld the recommendation of the Planning Commission and approved the Ordinance Introduction and referred it for a second reading and adoption. The Ordinance amends a zoning map from Single ­Family Residential – 11 units per acre (SF­11) to MultiFamily Residential – 14 units per acre (MF­14). The ±33.33 acre site is located west of the roundabout between Ferrari McLeod Boulevard and Remington Park Drive, 300 feet north of Pimlico Street.

D.4 - Community Court

There was a presentation and overview on Community Court programs and events by ­Judge Christopher Hazlett­-Stephens from the Reno Municipal Court (RMC). Community Court occurs every Wednesday at the Downtown Reno Library starting at 8 a.m. Community Court’s purpose and mission is to improve public safety and reduce reoffending by addressing underlying issues including, but not limited to: substance use disorders, mental illness, chronic homelessness and chronic unemployment. RMC recently implemented an onsite therapeutic component to the program.

G.1 - Election of Vice Mayor

Council elected Devon Reese as Vice Mayor.
