City of Las Vegas recently issued the following announcement.

Agenda Item 10 – Badlands: City Council voted to continued funding for McDonald Carano to represent the city of Las Vegas in an action filed against it by Fore Stars, Ltd. and Seventy Acres, LLC, Case No. A18-773268-C, in the Eighth Judicial District Court concerning several land use applications for the development of approximately 17.49 acres on a portion of the former Badlands Golf Course for an amount not to exceed $100,000.

Agenda Item 11 – Augment and Amend Fiscal Year 2022 Budget: Per NRS 354.598005, an augmentation and transfer of appropriations is necessary to give the legal authorization for expenses in excess of the original budget appropriations. In the case that the fund contains property tax revenue, the NRS requires the City Council to publish a "Notice of Intent" and notify taxpayers of the increase to the city's budget. This council action provides the authorization to publish notice of the city's intent to act on a resolution to augment and amend the FY2022 Budget of the General Fund in the amount of $93,000,000 in order to affect an increase in spending authority pursuant to NRS 354.598005. Public hearing to be held in City Council Chambers June 15, 2022.

Agenda Item 12 – Amendment to Guardian Elite Contract: City Council approved an amendment to the existing contract with Guardian Elite Medical Services, LLC. On November 15, 2017, the city and Guardian Elite entered into a five (5)-year Franchise Agreement for the Provision of Non-Emergency Ambulance Service within the city. The Agreement commenced March 1, 2018, and is set to expire March 1, 2023, unless an extension is approved. The Agreement provides for two possible extensions, the first of which may be granted for a period of no more than three (3) years. The Agreement requires Guardian Elite to submit a request for extension to the City Manager not less than one (1) calendar year prior to expiration. In 2021, Guardian Elite timely submitted, and the City Manager accepted, Guardian Elite’s request to extend its non-exclusive, non-emergency franchise agreement with the city for three (3) years. This amendment to the Agreement also reflects technical revisions to certain terms for consistency with the 2020 amendment to Las Vegas Municipal Code Chapter 6.08 (Ord. No. 6762 12-16-2020) and the other ambulance service franchise agreements.

Agenda Item 14 – Amendment with LGA Contract: City Council approved an amendment to the existing contract with LGA Architects. Oct. 6, 2021, the City Council approved this contract for design services through the schematic design and master planning phase for the Downtown Civic Center Building and Plaza. This Amendment No. 1 will continue design services through the design development phase.

Agenda Item 42 – End To the State of Emergency Related to COVID19: City Council approved a resolution ratifying the mayor’s declaration ending the COVID-19 state of emergency, directing the deactivation of the city’s emergency management plan, and repealing Resolution R-13-2020 related to seeking assistance and resources in connection with the previous state of emergency.

Agenda Item 43 – Vegas Loop: The public hearing and discussion on an agreement with The Boring Company to grant the company the right to install and operate the Vegas Loop in the city was moved to June 15.

Agenda Items 44 to 48 – Department of Housing and Urban Development Funding: City Council approved the allocations of funding from the Department of Housing and Urban Development including:

  • $12,709,967 for housing, homeless and community development activities;
  • $451,692 for homeless prevention, rapid housing and street outreach;
  • $3,105,654 to benefit low-income persons living with HIV/AIDS and their families;
  • $5,192,555 for projects, programs and services that benefit eligible individuals and families.
