City of Reno recently issued the following announcement.
In our ongoing commitment to keep citizens and media informed, we’ve summarized the outcomes of a few key agenda items from today’s Regular Meeting of the Reno City Council. Staff Reports with more information are linked to below:
D.4 - E-Scooter Share Program
Council approved an Exclusive Franchise Agreement between Bird and the City of Reno for an E-Scooter Share Program in the Downtown and Midtown areas. The three-year agreement includes a 90-day notice for termination for any reason. Moana Springs Community Aquatics and Fitness Center
B.7 - Council approved a Consultant Agreement with Van Woert Bigotti Architects for the final design and architectural construction administration for the Moana Springs Community Aquatics and Fitness Center in an amount not to exceed $2,039,100 from the General Capital Improvement Fund.
B.8 - Council approved a Consultant Agreement with Farr West Engineering for Construction Management Services for the Moana Springs Community Aquatics and Fitness Center in an amount not to exceed $650,000 from the General Capital Improvement Fund.

D.3 - Moana Springs Recreational Complex
Council approved a Utility System Lease agreement with Sierra Power Company (NV Energy) for the Community Solar Project at 240 West Moana Lane for 25 years and authorized the use of up to $1.5 million for the Moana Springs Recreational Complex parking lot improvements. The electricity generated by this project will go directly to the grid. Under the program, customers meeting certain income and other qualifications can apply for below retail rate, clean-powered electricity. The parking lot improvements are much needed and will benefit users of the soccer fields. B.11 - Rehabilitation of the Bonanza Inn
Council approved a Subrecipient Agreement with Reno Housing Authority for Award of Coronavirus State and Local Recovery funds to support the purchase and rehabilitation of the Bonanza Inn, located at 215 W. Fourth Street, in the amount of $6 million. The Bonanza Inn project is an acquisition/rehabilitation project, which will convert existing rooms into up to 58 permanent units. This project will serve individuals with incomes at between 60 and 120 percent of the Area Median Income (AMI).
B.3 - Veterans Cycling Program
Council approved a grant award from the Nevada Department of Veterans Services (NDVS) to support the City of Reno's Veterans cycling program and adaptive equipment rental program in the amount of $10,000. The cycling program is part of the City of Reno’s Veteran Programs.
B.12 - Somersett West Park Public Art Project
Council approved to commission artist Mike Burke for the Somersett West Park Public Art Project in the amount of $30,000 from Residential Construction Tax. The artist is proposing three different balloon sculptures around 14 feet tall to adorn the park. View the artist’s proposal for more information.
C.1 - Coral Academy Rezoning
Council upheld the recommendation of the Planning Commission and referred the Ordinance for a second reading and adoption. This zoning map amendment changes the site from Neighborhood Commercial (NC) to Specific Plan District (SPD). The ±2.95 acre project site is located northwest of the intersection of Reno View Drive and Sky Mountain Drive.
D.1 - Freight House District LLC
Council directed the City Attorney's Office to proceed with eviction proceedings (terminating the lease) against Freight House District LLC tenants that are unlawfully occupying the City-owned property located at 0 Lake Street and 0 Evans Avenue.
D.2 - City of Las Vegas v. 180 Land Co, LLC et al
Council directed the City Attorney’s Office to file an amicus curiae brief in City of Las Vegas v. 180 Land Co, LLC et al, Nevada Supreme Court Case No. 84345.
D.5 - Clean and Safe Program
Council heard and accepted an update on the Clean and Safe program’s outreach plan. The mission of the program is to improve equitable access to public space through a collaborative approach to homelessness, health, and public safety.
D.6 - Federal Legislative Platform
Council adopted the City of Reno 2022 Federal Legislative Platform. This year’s platform addresses the City’s most critical priorities and opportunities such as affordable housing, the American Rescue Plan Act, and the bipartisan infrastructure law. View the staff presentation for more information.
G.1 - Citizen Appointments to Boards and Commissions
Council approved the following appointments:
G.1.1 - Cody Shadle to the E911 Advisory Board.
G.1.2 - Kerry Rohrmeier to the Historical Resources Commission.
G.2 - Elected Official Appointments to Boards and Commissions
Council approved the following appointments:
G.2.1 - Naomi Duerr to the Western Regional Water Commission (WRWC).
G.2.2 - Donald Abbott to represent the owners of the Truckee Meadows Water Reclamation Facility (TMWRF) on the Board of Trustees of the Western Regional Water Commission (WRWC).
G.3 - Elections
Council approved an Interlocal Agreement with Washoe County for the 2022 Primary and General Municipal Elections.
I.1 - Reactor Way Phase 2 Sidewalk Waiver
Council heard an appeal of the Hearing Officer's decision regarding denial of ADM22-00009, known as Reactor Way Phase 2 Sidewalk Waiver. Council affirmed the Hearing Officer’s decision (denying the appeal and denying the Sidewalk Waiver).
I.2 - Reno Iron Works
Council continued this item until Wednesday, May 11, 2022 at 6 p.m. This is an appeal of the Planning Commission’s decision to approve a request for a Major Site Plan Review to construct a new ±40,000 square foot industrial manufacturing building that will result in: 1) grading cuts 20 feet or greater in depth and fills 10 feet or greater in height, and; 2) hillside development. The ±11.88 acre site is located on the east side of Spectrum Boulevard, ±1,552 feet north of its intersection with Dandini Boulevard.
