City of Reno recently issued the following announcement.
In our ongoing commitment to keep citizens and media informed, we’ve summarized the outcomes of a few key agenda items from today’s Regular Meeting of the Reno City Council. Staff Reports with more information are linked to below:
C.1 & C.2 - Local 39 Non-Supervisory Unit & Supervisory Unit Agreements
Following a presentation, Council approved Collective Bargaining Agreements between the City of Reno and Local 39, Non-Supervisory and Supervisory Units, for the period of February 1, 2021 – June 30, 2023, in the amounts of:
- $2,847,990.50 for the current fiscal year, and $2,696,508.07 for the following fiscal year. (Non-Supervisory Unit)
- $431,997.34 for the current fiscal year, and $405,084.60 for the following fiscal year. (Supervisory Unit)
Council moved to elect Reno City Councilmember Neoma Jardon to serve as Reno’s Vice Mayor for a one-year period.
D.5 - OneWater Nevada Advanced Purified Water Project Interlocal Agreement
Council approved an interlocal agreement with the Truckee Meadows Water Authority (TMWA), including cost-share and revenue share for all project components for the implementation of the OneWater Nevada Advanced Purified Water Demonstration Project at American Flat, with cost-sharing in the anticipated sum of $102,994,400, with the City of Reno's share anticipated at $72,096,080 to be allocated from the Sewer Fund. It’s important to note this agenda item is an agreement on how the City of Reno and TMWA will work together, and not the authority to spend funds or the final decision to proceed with the project.
D.2 - N. Center Street Renaming
Council adopted a resolution accepting the Regional Street Naming Committee’s (RSNC) recommendation in renaming N. Center Street to University Way between the Truckee River and the University of Nevada entrance on E. Ninth Street. The section of N. Center Street to be renamed is roughly 0.9 miles long and runs in a north-south direction.
Background: The Regional Street Naming Committee (RSNC) was formed by Interlocal Agreement to provide uniform standards for street naming and to prevent duplication of street names within the Cities of Reno, Sparks, and unincorporated Washoe County. The RSNC is a recommending body currently consisting of representatives of Washoe County Community Services Department, the cities of Reno and Sparks Building Departments, 911 and other emergency response entities, the US Postal Service, utilities representatives, and others.
In June of 2021, the Board of Regents for the Nevada System of Higher Education, applied to the Regional Street Naming Committee to rename N. Center Street to its historical name, University Way. This request was discussed at the July, August, and September meetings of the RSNC. All meetings were open to the public to attend and provide feedback.
The request was approved unanimously (9-0) by the RSNC. Per the Interlocal Agreement and the RSNC manual, the appropriate governing body makes the final renaming determination, which in this case is the Reno City Council.
D.3.1-4 - Package Alcohol and Safe Scape Ordinance to Improve Quality of Life for Downtown Residents and Visitors
D.3.1 - Council heard a presentation on package alcohol beverage sales, regulating package alcohol and package wine and beer sales in what will be known as the Downtown Safe Scape Area.
D.3.2 - Council approved a Business Impact Statement related to the code amendments.
D.3.3 - Council approved an ordinance introduction to be heard for a second reading related to Package Alcohol and Safe Scape development regulations (Title 18)
D.3.4 - Council approved an ordinance introduction to be heard for a second reading related to Package Alcohol and Safe Scape code regulations (Title 5) with a modification to remove the security guard requirement, subject to annual review of the business license at which time Council could deny the renewal of the license or modify the conditions, which could include a security guard requirement.
These updates to Reno Municipal Code Title 18 (Annexation and Land Use Code) and Title 5 (Privileged Licenses, Permits and Franchises) address Council’s previous direction to staff to review package alcohol regulations, research best practices, and prepare amendments to address identified concerns related to public health and safety.
E.1 - Ward Boundaries and Official City Map Ordinance Introduction
Council directed staff to bring back Map Option B with updates made to the downtown area. This item will be heard again at the next Reno City Council meeting on November 17, 2021.
