Homeland Security announces arrest in Reno under enhanced enforcement efforts

The U.S. Department of Homeland Security (DHS) has announced the arrest of Oscar Chan, a Mexican national and alleged member of the Surenos gang, in Reno, Nevada.

According to DHS, the arrest underscores its ongoing efforts to enforce laws against violent gang-affiliated illegal aliens. Chan, identified as part of the Surenos gang—a significant transnational criminal organization with ties across the southwestern United States—was apprehended through coordinated operations between Immigration and Customs Enforcement (ICE) and local law enforcement. His past convictions for rape with a weapon, robbery, and kidnapping exemplify the serious offenses targeted under the Trump Administration’s enhanced criminal alien removal efforts. The “Worst of the Worst” program by DHS aims to highlight offenders of this severity and bolster public confidence in immigration enforcement.

As part of its transparency initiative, DHS reported that the “Worst of the Worst” database now includes over 15,000 profiles of criminal illegal aliens, including numerous offenders linked to gangs such as Surenos, MS-13, and 18th Street. The department states that 70% of ICE arrests involve individuals charged or convicted of crimes, emphasizing a continued focus on protecting communities from repeat violent offenders. This data-driven approach prioritizes public safety while ensuring transparency regarding enforcement outcomes.

ICE’s 2024 Annual Report indicates that approximately 17,000 gang-affiliated individuals were arrested nationwide, marking a 25% increase over 2023. Of these arrests, over 60% involved convictions related to violent offenses such as sexual assault, homicide, or kidnapping. This rise is attributed to expanded cross-agency task forces aimed at disrupting organized criminal networks exploiting immigration channels.

The U.S. Department of Homeland Security (DHS), established in 2002 and headquartered in Washington D.C., leads national efforts to protect against terrorism, transnational crime, and illegal immigration. Comprising agencies like ICE (Immigration and Customs Enforcement), CBP (Customs and Border Protection), and FEMA (Federal Emergency Management Agency), DHS is responsible for enforcing immigration laws and maintaining border integrity. Under Secretary Kristi Noem’s leadership, DHS has prioritized transparency and enforcement through initiatives like the “Worst of the Worst” website to inform Americans about criminal aliens removed from their communities.
