The request was made under the Nevada Open Records Act § 239 et seq., with a preference for receiving the information in electronic format.

The request specifically asks for comprehensive data concerning all individuals employed by the university during Fiscal Year 2024. It acknowledges that many institutions define this fiscal year as spanning from approximately September 2024 through July 2025, but requests that Great Basin College use its official definitions and indicate applicable date ranges in their response if they differ.

The requested records or reports should include various data fields, such as Fiscal Year, Employee Name, Gender (if recorded), Age or Year of Birth (if not exempt), Date of Birth (if not exempt or limited to month/year), Employer Name, Title or Position, Department, Hire Date, Compensation Amount (including base pay and any additional pay), Compensation Type (e.g., salary, hourly, stipend, bonus), and Employment Type (full-time or part-time).

Understanding that not all fields may be present in every record, the Silver State Times has requested that all responsive records be produced regardless of completeness. In cases where portions of a record are deemed exempt from disclosure, they have asked for non-exempt portions to be released in redacted form rather than withheld entirely.

As members of the media involved in gathering and reporting news to the public, the Silver State Times emphasizes their role in holding public institutions accountable and providing transparency. They have also requested a fee waiver based on their status as media professionals.
