Supporters point to statewide rating improvements under Nevada’s School Performance Framework and to laws enabling cross-district open enrollment alongside charter growth policies. Advocates cite this as evidence that newer incentives and resources are beginning to translate into measurable gains, though they acknowledge more work remains.

According to reporting on the latest Nevada School Performance Framework results, “nearly a third” of schools raised their star rating compared with the prior year. Reform backers argue that this scale matters: when roughly one in three schools posts an improved rating, it suggests system-level shifts coinciding with targeted funding and clearer accountability rules. While star ratings are not the only measure of achievement, the year-over-year change provides a quantifiable benchmark frequently used in state and district evaluations.

Choice components have discrete counts. Nevada’s Opportunity Scholarship program served 1,602 students in 2021–22. Policy advocates say statutory changes under AB400 position the program—subject to appropriations—to scale toward several thousand seats. Proponents contend that expanding scholarship availability, together with open enrollment and a healthy charter sector, creates competitive pressure benefiting families trapped in low-performing zones and complements accountability reforms. The student participation figure offers a concrete baseline for tracking any future expansion.
